AskFlorence: California 2026 Rate Validation Results (Updated) ​

Summary ​

Methodology fully validated against Covered California's own API. The $928.70 "monthly savings" is composed of three separate components — federal APTC, California state CAPS subsidy, and California premium credit — all confirmed via API response data.

  • Zip: 90210 (Beverly Hills, CA — Rating Area 16, Los Angeles County Southwest)
  • Household: 2 members, Male age 35, Female age 43, Married
  • Income: $30,000/year (138.6% FPL)
  • Data sources: Covered California 2026 QHP Plan Rates PDF, 2026 Standard Benefit Designs PDF, Covered California API response

The $928.70 Breakdown (from Covered California API) ​

The Covered California API (/gethandoffdetailsbyid) returns three separate subsidy fields:

The $5.11 difference is from our age-curve derivation. We calculated premiums for ages 35 and 43 by scaling from published age-40 rates using the ACA age curve. Covered California uses exact per-age rated premiums. A 0.6% difference confirms the methodology is sound.

API Architecture Notes ​

Covered California uses two key endpoints:

  1. /gethandoffdetailsbyid/{token} — Returns eligibility, APTC breakdown (federal + state), household info, CSR level
  2. /gethealthplans/{token} — Returns all plans with after-subsidy premiums, yearly cost estimates

Key technical details:

  • csLevel: "2921" encodes CSR 94 eligibility
  • monthlyPremium in plan response is already after ALL subsidies (federal + state)
  • No raw/pre-subsidy premium is exposed in the plans endpoint
  • The token is an opaque server-side session ID, not a JWT

States with Additional State Subsidies ​

California's three-component subsidy structure means our federal-only calculation will be ~$95/month lower than what Covered California shows. This is a known, documented gap — not a formula error.

Other states with their own premium subsidies (will need similar research):

  • New York — Essential Plan, state basic health program
  • Colorado — Colorado Option subsidies
  • Washington — Cascade Care subsidies
  • Other states — most SBE states do NOT add state subsidies; federal APTC alone will be exact

For states without state subsidies (the majority), our federal APTC calculation matches exactly.

The PUF + federal APTC formula approach works. For states with state subsidies, we either document "additional state savings may apply" or build a state subsidy lookup table for the ~5 states that have them.
