• County count mismatches: 352 (1.87%)
• CMS errors: 29 (0.15%)
• Action: ran fix-tier-1-gaps.js to reconcile

Tier 2 — Zip → Premium (~38 minutes)

• Total zips: 28,196
• Exact matches: TBD
• Match rate: TBD
• Result: pending

Tier 3 — Scenarios (TBD)

• 200 stratified counties × 10 scenarios = 2,000 runs

Pre-audit fixes applied during initial run

1. Backfilled 9,358 missing regionId values from sibling zips
2. Removed 66 cross-state zip entries (CA, CO, NV, MN, etc. — not in our service area)

Before this audit we had a separate session that achieved 100% county-level match by fixing rating area assignments. Key fixes:
